Job Overview:

We are a leading provider of emergency management and resiliency services throughout the world. Within our portfolio of disaster response and recovery services, we provide strategic policy advice and grants management support to funding applicants for federal grant programs, including but not limited to:

  • FEMA Public Assistance program
  • FEMA Hazard Mitigation Grant program
  • US HUD CDBG-DR program
  • US DOT FTA ER program
  • US DOT FHwA-ER program

We have a Disaster Cadre to support clients impacted by disasters. Our mission is to innovate, transfer knowledge, and advocate for our clients while working collaboratively with federal, state, and local agencies to support community recovery and rebuilding.

We are recruiting mid-senior level on-call positions to join our Disaster Cadre to perform grants administration and policy advice on federal grant programs as well as supporting damage assessments and identifying potential mitigation opportunities. It is distinguished from the specialist in the series in that the senior specialist has more experience and may be enlisted to support more complex projects or serve as a mid-line supervisor. We are especially seeking grants managers with Public Assistance program experience that may have additional skills or qualifications as:

  • Project Managers
  • Cost Estimators
  • Architects
  • Engineers
  • Environmental Scientists
  • Hazard Mitigation Specialists
  • Insurance Specialists

Key Responsibilities/Accountabilities:

  • Generalist:
    • Support damage assessments in the field with federal, state, and local officials
    • Capture costs of emergency work performed by client staff or contractors
    • Prepare grant documents that support the repair or replacement of a facility or structure in order to restore it to its pre-disaster design and function
    • Understand the interaction of the Public Assistance program and other federal grant programs in a variety circumstances
  • The Senior Disaster Recovery Specialist has additional responsibilities that may require the following:
    • Interacting with senior staff from local, state and federal government
    • Supervising Disaster Recovery Specialists and other staff
    • Presenting technical information in key meetings
    • Advising senior leadership staff

Basic Qualifications:

  • Bachelor's Degree; relevant experience may substitute
  • 2-6+ years of related work experience
  • Have supported federal grant program(s) on a minimum of two Presidentially-declared events
  • Ability to work as part of (or lead) a team to accomplish objectives under tight deadlines and intense situations
  • Candidates must have excellent communication skills and experience with Microsoft Office suite applications

Desired/Preferred Qualifications:

  • Certification as a Project Management Professional from the Project Management Institute or equivalent
  • Prior experience as an insurance adjuster or cost estimator
  • Experience with one or more of the following is strongly desired:
    • Public Assistance program
    • Hazard Mitigation Grant Program
    • CDBG-DR program
    • FTA ER program
    • FHwA-ER program
  • Public Assistance grants management as an applicant advocate or applicant
  • Experience to estimate in a variety of ways using multiple cost-estimating tools and orders of magnitude during the lifecycle of the grant process, considering both abstract and concrete methodologies
  • Preference will be given to candidates who have any of the following training through independent study or in-classroom instruction:
    • IS-100b: Introduction to Incident Command System (ICS 100) or IS-100.FWa: Intro to Incident Command System (ICS 100) for Federal Workers
    • IS-200.b: ICS for Single Resources and Initial Action Incidents
    • IS-634: Introduction to FEMA's Public Assistance Program
    • IS-700.a: National Incident Management System (NIMS), An Introduction
    • IS-800: National Response Framework, An Introduction
    • E0239: 406 Hazard Mitigation
    • E0381: Project Specialist (PA Ops I)
    • E0382 Public Assistance Coordinator Crew Leader (PA Ops II)
    • E0480: Cost Estimating Format (CEF)
  • Prior experience in one of the following positions is strongly desired:
    • Public Assistance Coordinator (PAC) Crew Leader
    • Project Specialist
    • Debris Specialist
    • Debris Monitor
    • FEMA-certified trainer
    • Hazard Mitigation Specialist (Sections 404 and 406)
    • Long Term Community Recovery Program Specialist
  • Specialties:
    • Architect--Provides additional expertise regarding historic preservation and facility design
    • Engineer--Provides expertise with developing solutions to engineering problems and developing Benefit Cost Analyses
    • Environmental Scientist--Provides expertise related to environmental reviews/assessments and other environmental matters
    • Insurance Specialist--Provides additional expertise involving National Flood Insurance Program (NFIP) and other insurance issues
    • Mitigation Specialist--Identifies options for funding mitigation solutions and may also provide advice on other federal grant programs used to support an entity's recovery from a disaster

Other Details:

  • Required travel up to 100%
  • Ability to mobilize and deploy to a client work location within 24-48 hours
  • Ability to work 10-12 hours per day, 6-7 days per week
  • Commitment to a minimum 90-day assignment in remote locations and disaster conditions
  • Periodic rotations home for deployed staff members, depending on contract specifics
