The Louisiana Medicaid Program, which provides healthcare services to low income individuals, has an annual budget of approximately $12.9 billion dollars, a staffing complement of almost 900 authorized employees and almost 500 contracted direct-support staff, and provides services to approximately 1.7 million enrollees annually. The program is a state of federal partnership financed with a combination of state and federal funds and governed by a complex body of state and federal laws, policies, regulations, and guidelines. 

This is a highly responsible LDH/BHSF administrative/managerial position located at the parish office level. Functioning as parish manager and member of the Regional Medicaid Management Team, the incumbent assures that the 30+ Medicaid service programs are delivered to the statewide population. The incumbent is responsible for a staff of 49 employees handling a statewide caseload.

A baccalaureate degree plus four years of professional level social services experience.
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience tosubstitute for the baccalaureate degree.
Graduate training will substitute for a maximum of one year of the required work experience on the basis of thirty semester hours for one year of experience.
A master's degree will substitute for one year of the required experience.
A Juris Doctorate will substitute for one year of the required experience.
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.

Job Concepts

To manage the implementation of Medicaid programs for an assigned area.
Medicaid Area Managers typically report to an Assistant Medicaid Regional Administrator. May receive supervision from higher level personnel.
Subordinate staff typically includes Medicaid Analyst Supervisors. May supervise lower level personnel.
Department of Health and Hospitals, Medical Vendor Administration.
Differs from Medicaid Area Manager 1 by the size of population base served and the complexity of administrative functions performed.
Differs from Assistant Medicaid Regional Administrator by the absence of responsibility for assisting with regional administration of Medicaid eligibility activities.

Examples of Work

This position performs the following duties including but not limited to:

50%       Sets standards for regional office operations, develops and implements procedures, monitors workflow to ensure that qualitative and quantitative services are delivered.   Establishes work schedules and priorities of Medicaid staff in supervisory unit, makes modifications when necessary due to fluctuations in workloads and/or changes in emphasis or new legislation. Whenever necessary, coordinates work schedules with other parish offices within the region.
Establishes acceptable performance and production standards and monitors work of supervisory units and individual office for minimum compliance. Enhances workload performance of work units or of individual employees needing improvement by identifying and removing obstacles to efficiency and productivity. Establishes and maintains controls to assure that the long range and short-range work plans formulated at the regional office level are executed efficiently and effectively at the parish office level.
Establishes and maintains controls to assure staffs' adherence to agency policy and program guidelines.  Establishes controls and monitors procedures to ensure that applications and redeterminations are processed within the required deadlines mandated by federal regulations and court orders.  Enforces the rules and regulations established by the Agency regarding service standards and provides methodology for adjudicating complaints through the established grievance and hearing procedures.  Assists in developing and maintaining error profiles to be used in corrective action efforts at both the parish and regional office levels.
Assures operations of all equipment and support services necessary for office operation and delivery of service to clients. Analyzes office expenditures and projects future operational needs for use in preparation of the annual budget request package.

20%       Recruits and selects staff at the parish office level by conducting interviews with candidates, and contacting references.

Assures that all personnel activities are conducted in accordance with Civil Service Rules and applicable federal and State laws and regulations. Also makes recommendations regarding program staff allocations and utilization of existing staff.
Evaluates performance of staff and makes recommendation s as to the retention, separation, demotion, and promotion of employees.  Receives and conducts reviews of personnel problems, incidents, complaints, etc. and recommends and/or directs the execution of prudent courses of action. 

Conducts desk audits on a periodic basis and case validation on a regular basis to fully assess work habits and performances of employees.  Plans and conducts other staff meetings to increase productivity levels.  Prepares orientation activities, work plans for new employees, and coordinates them with the overall office training plans. Holds regular individual and group conference with workers to increase their skill and efficiency.
10%       Supervises, directs, or conducts technical studies upon own initiative or as assigned. Provides reports, data and analysis as requested by regional management staff to federal and state agencies, the state legislature, public and private bodies, and other interested parties. Conducts special investigations and surveys as requested, assembles and analyzes pertinent information and prepares necessary reports.
10%       Assist regional management staff in developing and maintaining working relationships with local, State, and Federal agencies in both public and private sector. Works with public and provider groups to develop resources where deficiencies exist. Guides efforts of outreach to the Public for the Medicare Saving and LaCHIP Programs. Promotes a positive image of the Department to staff, providers, recipients and others in work related contacts. Assures that inquiries from outside sources receive prompt and courteous responses. Furnishes information to dissatisfied applicants and recipients concerning their rights in relation to fair hearings.
10%       Performs other duties as assigned to assist with the management and operations of the assigned section including assisting with other duties not listed herein. Assists others to meet needs and priorities of the Section and Department as needs require.
