This vacancy is located in the Work Therapy Horticulture Program of the Rehabilitation Dept. of Eastern Louisiana Mental Health System in Jackson, LA (East Feliciana Parish). ELMHS is the largest 24-hour, multi-site, state psychiatric complex, comprised of residential, outpatient and inpatient services.

*This posting may be used to fill vacancies in other divisions or units at Eastern Louisiana Mental Health System within 90 days of closing.

The position may be filled as either a Probational or Job Appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency wide permanent status employees); by Detail to Special Duty; or as a part-time, temporary WAE. Current permanent status, classified employees may be required to accept a Probational appointed if selected. If filled as a Job Appointment, there is a possibility that this position may be converted to a Probational Appointment should funding become available.

This position is in a Career Progression Group and may be filled as a Rehab Evaluator Entry or Rehab Evaluator depending on the qualifications of the candidate selected. Please refer to the "Job Specifications" tab located at the top of the LA Careers "Current Job Opportunities" page of the Civil Service website for specific information on salary ranges, minimum qualifications and job concepts for each level.

A baccalaureate degree plus one year of professional level experience in social services, teaching, counseling, human resources, nursing, recreation therapy, music therapy, physical therapy, art therapy, rehabilitation instruction, rehabilitation evaluation, worker's compensation dispute resolution, or job placement/job development involving persons with disabilities.
A baccalaureate degree in rehabilitation counseling, vocational evaluation/assessment, social services, social work, psychology, sociology, counseling, guidance and counseling, family and child counseling, education, vocational education, deaf or blind education, rehabilitation education, rehabilitation teaching, nursing, mental health, human services/resources, speech therapy or biomedical engineering will substitute for the one year of required experience.
A master's degree in any field will substitute for the one year of required experience.
There is no substitution for the degree.
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies:  the Middle States Commission on Higher Education; the New England Association of Schools and Colleges; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Job Concepts

Function of Work:
Assemble, administer, analyze, and interpret assessment data into an accurate vocational picture of the consumer to be used as a foundation for program planning and will assist in determining service needs in order to render the consumer employable.

Level of Work:

Supervision Received:
Close from a Rehabilitation Manager or Supervisor. May receive functional supervision from a Rehabilitation Evaluator or Rehabilitation Evaluator- Master.

Supervision Exercised:
Functional supervision over support staff.

Location of Work:
Department of Social Services (DSS); Louisiana Rehabilitation Services.

Job Distinctions:
Differs from a Rehabilitation Evaluator by lack of independent responsibility.

Examples of Work

Interviews consumers, evaluates medical/educational/personal data, and makes appropriate selections of vocational evaluation instruments based on an accurate assessment of the consumers capacities, functional limitations and technological accommodation needs.

Conducts an initial, comprehensive assessment of the consumer to include educational history, work history, barriers to employment, basic skill capabilities, aptitude and work skills, family situation, attitudes toward work, behavioral patterns, supportive service needs, and interests for careers and training.

Analyzes the data and determines appropriate employment goals based on local labor market information and consumer interests.

Adapts and documents assessment administration techniques to accommodate a variety of functional limitations and assures reliable evaluation results for the consumer.

Conducts interdisciplinary team conferences to identify the needs of persons with disabilities and develops assessment strategies as appropriate with close supervision.

Assists persons with disabilities in understanding and participating in diagnostic and psychometric assessment procedures.

Develops a body of knowledge about disabilities and the effects of disabilities upon work-related functions and activities of daily living including, but not limited to, the following disabilities: traumatic brain injury, spinal cord injury, neuromuscular and neurological diseases, chronic psychiatric diagnosis, mental retardation, deafness, blindness, etc.

Documents findings with supervisory review to integrate and synthesize performance and behavioral data and communicates this information to the consumer and others through verbal and written reports which include recommendations of appropriate vocational choices and independent living.

Consults with physicians, psychologists, educators, employers, family members, rehabilitation counselors and other professionals for the purposes of obtaining and providing information about an individual's social and vocational potential.

Develops a body of knowledge of labor market trends, employment opportunities, Department of Labor publications, work incentive programs, etc. to guide consumers through the process of choosing a realistic, achievable employment goal.

Counsels consumers who have unrealistic employment goals or who become belligerent when presented with choices that are contrary to their desires.

Utilizes current technologies to include basic computer abilities, etc. to adapt assessment methods to accommodate individual disabilities, and to compile and analyze data.
