Reporting to the Vice Chancellor of Workforce Development and Enterprise Services, the Workforce Project Manager provides support to workforce initiatives and strategic grants management including program development and oversight. The Workforce Project Manager is responsible for overseeing program development, scheduling, pricing, and technical performance of organizational programs. The Workforce Project Manager may aid with proposal development, contract negotiation and contract compliance of federal and state grants. Proposal preparation may include assisting with plans, specifications and financial terms of the contract and may assist with business development initiatives with regard to workforce development. The Project Manager responsibilities include governance, alignment, assurance, management, integration, optimization, tracking, finances, infrastructure, planning, auditing, forecasting and recommending improvement to ensure successful completion of projects on time and on budget. This position is funded by a Rapid Response Grant.

The Workforce Project Manager is responsible for identifying trends, determining system improvements, analyzing variances and implementing change.The Workforce Project Manager provides supervision of multiple projects to achieve the strategic vision of CLTCC working to lead teams and perform liaison activities with upper management and internal and external stakeholders. The Workforce Project Manager is responsible for the aligning process and procedure to create desired outcomes including metrics of success and deliverables. Alignment entails top-down vision, goals and objectives from business strategy flowing through to successful completion of projects for program objectives. Assurance includes checks and balances for compliance with standards and vision alignment. The Workforce Project Manager develops and maintains processes for strategic grants management, proposal development, and contract management as well as obtaining up-to-date knowledge of current higher education legislation and trends in higher education practice.

The Workforce Project Manager identifies, develops, and initiates innovations and solutions where precedents and procedures may not exist. Works cross-functionally to solve problems and implement changes. Analyzes decisions and actions for their support of the Workforce area's strategic direction. Works with the Vice Chancellor of Workforce Development and Enterprise Services to solve more complex problems. Also, Ensures that project status, issues and successes are communicated to project team, stakeholders, sponsors, and all levels of management and documented appropriately.

The Workforce Project Manager manages CLTCC's USDOL TAACCT Manufacturing and Transportation grants through comprehensive program management. Grant management includes total project management to insure the grant objectives and outcomes are achieved, and respective reports are developed and submitted. Collects data using various data collection methods such as interviews and surveys. Occasional evening and weekend work and overnight travel may be required. Performs other duties as assigned.

• Functions positively in a multi-campus/site educational organization to promote the goals of CLTCC.

• Prepares reports as required.

• Collects, evaluate and analyze data relating to Sponsored Programs and Community Development functions.

• Promotes collegiality, staff cohesiveness and the core values of CLTCC.

• Provides excellent customer service to faculty, staff, current students, prospective students,

alumni, business and industry partners, community representatives and other stakeholders

• Works with a diverse population.

• Demonstrates superior inter-personal skills, conflict resolution, and negotiating skills.

• Ensures a high level of fiscal control and accountability for grant budget.

•Understands who the client is and what the client's needs are; provides realistic expectations; establishes specific customer satisfaction standards and actively monitors client satisfaction.

• Identifies opportunities for business process improvements within project grant scope.

• Acts as a champion for CLTCC process changes; act behind the scenes to craft solutions for CLTCC grant problems related or tangential to the grant project.

Basic Qualifications and Requirements:


Bachelor's degree in business or other relevant field is required.

Two years of employment in a professional – level capacity in economic development or related area preferred but not required.


Salary Range is $40,000 to $60,000. Compensation will be within this range and commensurate with education and related work experience.
