This position is located in the Coastal Protection and Restoration Authority,

Project Management Division.
 
This position serves as Project Manager within the Project Management Division of the Coastal Protection & Restoration Authority (CPRA).  The incumbent of this position is responsible for serving as the CPRA’s coordinating point (Project Manager) and state expert for various assigned protection and restoration projects located in the 18 coastal parishes of southern Louisiana. This position oversees work of contractors; performs on-site evaluations of work performed; recommends approval/disapproval of invoices; and assists in performing final evaluations on contractor’s performance. They apply managerial experience in making independent assessments and in providing direction, coordination, and implementation of all the activities for the projects within the constraints of applicable federal and state rules and regulations.  Work involves, but is not limited to, providing guidance, direction, and oversight to the project team members for planning, design, cost share proposal development, real estate/land rights activities permitting, engineering design, construction, and up to the operations, maintenance and rehabilitation stage. 

The maximum salary for the Engineer 6 position is $135,034 annually. The Special Entrance Rate (SER) for the Engineer 6 position is $3,316.00 bi-weekly.

Qualifications

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering and six years of professional engineering experience.

SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of the required experience. A Ph.D. in engineering will substitute for two years of the required experience. Advanced degrees will substitute for a maximum of two years of required experience.

NOTE: Engineering experience gained prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE: Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Concepts

FUNCTION OF WORK:
Supervises the planning, design, construction, inspection, and/or maintenance of building systems or programs through subordinate professional engineers.

LEVEL OF WORK:
Supervisor.

SUPERVISION RECEIVED:
Broad from an Engineer 7 or higher. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over a staff of Engineers, Engineering Technicians, or others who assist in specific assignments.

LOCATION OF WORK:
May be used by all state agencies.

JOB DISTINCTIONS:
Differs from Engineer 5 by the presence of responsibility for direct supervision over professional engineers.

Differs from Engineer 7 by the absence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Maintains contact with appropriate local, state, and federal agencies. Reviews and participates in the preparation of engineering reports.
